President Obama hosts a summit of the Gulf Cooperation Council nations starting Wednesday to reassure them that the United States stands behind them in the face of threats from Iran and extremist groups like the Islamic State. President Obama had hoped the meeting would be a chance to showcase U.S. commitments, but Saudi Arabia’s King Salman’s decision not to attend has dampened some expectations.
