Foreign ministers from 20 nations say the international community must improve the effectiveness of existing sanctions against North Korea until it abandons its nuclear weapons program. The top diplomats discussed Pyongyang's controversial nuclear and ballistic missile program at a meeting Tuesday in Vancouver, Canada, and warned the world not to be naive about the intentions behind North Korea's recent engagement with its southern neighbor.
