A United Nations peacekeeping force in eastern Ukraine could pave the way for local elections within 12 months, according to a new report that aims to build on momentum behind establishing such a mission. The deputy head of the current monitoring mission, which is overseen by the Organization for Security and Cooperation in Europe or OSCE, has told VOA that his staff face growing threats as fighting intensifies on the frontlines.
