Ukrainian President Volodymyr Zelenskyy told the United Nations Security Council on Tuesday that at least 300 civilians were tortured and killed by Russian troops in the town of Bucha, and he called for a Nuremberg-style tribunal to investigate and prosecute Russian war crimes in his country.
